VW Rabbit GTI- Old rule stated 14". Now no larger than 15" may be used. Can a GTI Rabbit use 13" wheels? Not clear on this. Thanks
That's the way I read it. You can use 13", 14", or 15" wheels, up to max width of 6"

Looks like the ITA Jetta and Scirroco got missed with the wheel upgrade.

And they still can't seem to get the VW weights right. We've been told that aero does not play a factor in the classification process. And AFAIK, that is still the case. Yet you still have things like this:
ITA:
Golf GTI 16v '87-'89, 1780cc, 2220#
Jetta GLI 16v '87-'89, 1780cc, 2280#
Scirocco 16v '86-'88, 1780cc, 2320#
These cars are pretty much identical. The Golf and the Jetta are built on the A2 platform while the Scirocco is built on the A1 platform. But they all have the same engine/trans/suspension/brakes.
ITB:
Golf III, '93-'97, 1984cc, 2395#
Jetta III, '93-'97, 1984cc, 2395#
Golf 2.0, '99-'03, 1984cc, 2350#
Golf GL, '85-'92, 1780cc, 2280#
Jetta GL, '85-'92, 1780cc, 2280#
Rabbit GTI, '83-'84, 1780cc, 8.5:1, 2080#
Scirocco II 8v, '83-'88, 1780cc, 8.5:1, 2130#
The Golf/Jetta III are the same platform (A3) and have the same drivetrain/trans/suspension/brakes, and the weigh the same (way it should be).
The Golf 2.0 is the newer car (A4 platform), but has the same engine/trans as the Golf/Jetta III, but weighs 45# less.
The Golf/Jetta GL ('85-'92) are the same car (hatch vs. sedan), and weigh the same (as they should.
The Rabbit and Scirocco are the same car w/ some slightly different body work, yet a legacy 50# difference for a perceived aero advantage w/ the Scirocco.
ITC:
Rabbit 1.7, '81-'84, 1715cc, 2050#
Jetta 1.7, '82-'84, 1715cc, 2080#
Scirocco I 1.7, '81, 1715cc, 2110#
Scirocco II 1.7, '82-'84, 1715cc, 2110#
Rabbit 1.7, '82-'84, 1715cc, 2110#* carb model, 4-spd trans
Rabbit, '75-'80, 1457cc, 1471cc, or 1588cc, 2000#
Scirocco '75-'80, 1457cc, 1471cc, or 1588cc, 2040#
All these cars are built on the same platforms. The 1.7 cars are all the same w/ the exception of the carb'd Rabbit. But why does the carb version w/ only a 4-spd weigh more? The '75-'80 Rabbit / Scirocco are also the same car, yet still carry that legacy perceived aero weight difference.
