The rules state that all cars shall retain the wheel diameter fitted as original equipment for their make model and type. In the case of the 92-95 civic DX I believe it is 13 inches. The Tire size is unrestricted.
Permitted rim width for ITS and ITA is seven (7) inches. For ITB and ITC it is six!
