b18a1 build up

Don't think I understand the question. You have to use OEM internals of everything in an IT engine, except .040" overbored (max) pistons, which must otherwise be "OEM-style" in every other dimension and design.

Thought so!!!!! Just sorting out a new car build. Trying to make sure we balance
what is legal against what all the "experts" from the street scene say we should be
doing with an Integra.

yay, don't listen to sales folks unless it's Mark from King.

"Experts from the street scene" will say swap, turbo, nitrous, or any combination of the three. I've built B18A/B IT engines, Prod engines, and "street" engines - completely apples to oranges on all three. Today I'm actually installing a fresh "turbo build" B18B into a Civic that's going to be pushing about 14psi of turbo'y goodness - wooosh!

but it does say we can run Factory replacement pistons or their equivalent
with the exception of diameter shall be used. Cast or forged
equivalent pistons shall provide the same dome/dish/valve relief
configuration, ring groove width and spacing

so even if the eagle crank is the same weight stroke as factory its prohibited ? just looking for a cheaper replacement than a oem acura one and they can come balanced

You don't just want the crank balanced, you want to balance the flywheel, pp and front pulley with the crankshaft. Plus every Honda crank that I have put on a balancer is already balanced.
