In a nutshell, Car 1 missed the downshift from 4th to 3rd (ended up in neutral), the rear-end stepped out so he counter-steered. Car 2 was trying to pass inside. When they hit, instead of hitting Car 1's fender, Car 2 hit Car 1's tire (he's counter-steering, remember) and is launched over the hood.
